Matrix Agentic Protocols

Add a deterministic action-and-state protocol to an agentic Matrix app on Nexus Messaging: one-line text commands parsed without a model, folded into a state derived from the session history, answered in the session with text plus canonical JSON. Use for a panel, board, lamp, vote or any app where agents declare or change state. Requires matrix-agentic-apps; not for LLM-interpreted messages.
